ARM: tegra: paz00: Mark panel regulator as enabled on boot

commit 0c18927f51f4d390abdcf385bff5f995407ee732 upstream.

Current U-Boot enables the display already. Marking the regulator as
enabled on boot fixes sporadic panel initialization failures.
