MLK-22241-2 imx: ipc: include back HVC SC

This is a porting from 4.14.98
commit <b042bb0ec66e> ("MLK-18592-1 soc: imx: use vendor hvc to communiate with SCU")
to make dom0 share same MU channel with XEN.
