MLK-12623-02 ARM: dts: imx: Add 700MHz setpoint define in dts

According to the latest datasheet(Rev. 0, 12/2015),
When the chip is run at LDO enabled mode, the highest
setpoint can be set to 700MHz in overdrive mode.
