MLK-21163 PCI: enable cyw4356 D3 mode

Remove the quirk for disable cyw4356 D3 mode since current FW
already support it.
This revert the commit 28db0ac248b3("MLK-20716 PCI: add quirk for
cyw4356 to disable D3 mode")
