MLK-17126-2: hdp: Support imx8qm HDMI function

Add phy reset before hdmi/dp phy init.
Reparent hdmi pixel clock to av_pll.
Combine DP and HDMI ipg clock function.
Add DP and HDMI pixel clock set rate function.
