MLK-21080-07 nvmem: imx-scu-ocotp: Depend on HAVE_IMX_SC

Upstream rejected ARCH_MXC_ARM64 in favor of defining ARCH_MXC for
arm64 so the current condition is never enabled.

Make it depend on HAVE_IMX_SC instead because it depends on SCFW API.
